The most important reform in the process of decentralisation was perhaps the so-called ädelreformen in the early 1990s, whereby the responsibility of elderly care and psychiatric care was shifted from the regions to the municipalities (Hort, 2003, p. 256). In addition to increased local government responsibility, the number of authorities in Swedish government was also reduced by merging authorities at the local level into greater entities – ‘authority incorporations’ (Statskontoret, 1999, p. 72). As a consequence, the number of government authorities was reduced during the 1990s by 774, partly due to the mergers, but partly also due to the privatisations mentioned above (Statskontoret, 1999, p. 74).
